It is not possible to connect a mouse or keyboard after the last iPadOS update.

Is it possible to use the HUB while powering the MacBook?

Yes, you bring power to the USB-C connector on the HUB and then connect the HUB to your MacBook. If you connect more peripherals to the HUB, eg. monitor, hard disk, keyboard, etc., we recommend that you always supply power to the HUB for proper operation.

After connecting to a monitor or TV to HDMI, the image transfer does not work.

Make sure you have the latest firmware version and verify that your HDMI cable supports HDMI 1.4. The connector does not support HDMI 2.0. Check with your HUB for the latest firmware version including the guide.
